It being the POV of other characters, maybe! It's possible logistically so long as his perceived age hasn't changed from now to then. If that makes sense? But you'll have to let other muns know since I guess the 'default' would be aged-down event perception. His retaining his memories (since he's unaffected) would be explained by somehow memories being able to be compressed and decompressed with departures and arrivals sometime over the last ten years due to the scientists having manged to fix that bit of things.
And of course, the two aren't mutually exclusive since if he thinks that that's what happened in the last ten years, then others will too.
