Tony is so participating, but not a voluntary way. Be prepared to be judged for humoring the Animus and turning on each other. Tony is actively not going to kill anyone, even NPCs, and will be trying to convince the others to join him.

Personally, I don't think it makes sense for his character to volunteer to kill any of the other citizens, even if he knows there's no repercussions. In his opinion, they should be teaming up against the Animus, not giving into their demands for bloodsport.
